That one pops up every once and a while.  I believe it's designation is
"MOT-4D"

Heard traffic tonight on talkgroup 63808 today at about 1520 on the
Franklin tower.  A unit identified as "Motorola" was testing the system,
and remarked that they were getting into several sites.

Perhaps some sort of "test" talkgroup?
