The incident commander is the one person in charge of everything at the
scene... He is the one who is working the entire scene and who will be the
only person requesting additional resources and speaking to the
dispatcher... Operations officers are in charge of parts of the scene...
If each scene is divided like a square, you would have 4 exposure or sector
crews, interior crews, maybe water supply, rehab, ect... The operations
person(s) reports status of the scene to the I.C. (incident commander)...
Its a chain of command thing... Normally used on fireground, but can expand
to anything...
