[ScanIndiana] Terre Haute TRS linked to SAFE-T

The Terre Haute City TRS is linked with the Vigo
County Sheriffs dispatch group on the SAFE-T system:

3232 on SAFE-T = 03-120 on City TRS

It appears that the link to 155.565 on 03-000 has been taken down,
or at least it is not atively repeating the audio.

The activity indicator on the 250D does show that group 10-020 is active when
the county dispatcher keys up on 154.310 (County Fire). However, no audio is
rebroadcast.

West Terre Haute PD will transition its dispatch to the Vigo County Sheriff's
Department. At the moment regular dispatching is on the City TRS 03-060,
but the sheriff's dispatcher is running license/VIN/warrant checks for WTHPD
on 155.565.

The new police chief has re-instated the VHF simulcast of the THPD patrol
dispatch on 155.610. This is the dispatch audio from encrypted group
on the City TRS 02-020. Some patrol units on 02-020 are not encrypted.
If one sets a trunk tracker on 02-020 and another radio on 155.610,
a majority of the traffic can still be heard.
