[ScanIndiana] Lowell TG's

I understand that Rob, there was some dicussion though if that was even the
case. Some users were having problems using the TG's outside their "home"
area. The way the System Policy is worded it sounds like they want you to
use the Regional or Statewide TG's rather than your "home" channel outside
your area.
