[ScanIndiana] Avon Fire on Meca

Avon has been testing on Meca for a couple of months.  I'm not sure when the
actual switch over took place.  Avon PD is still on VHF.  Fire is still
repeated on 151.400
I'm hearing dispatches on 9072 on the fire side.  Brownsburg PD/FD are
expected to switch to MECA in the fall.
