Just a variation of the second.  It still has to know the plan somehow. 

One consideration is that GRE licensed the relevant technology from
Motorola and designed an ASTRO-25 receiver.  The PRO-96 manual lists the
patents they licensed to build the radio.  uspto.gov shows they are the
Motorola patents which form the basis for ASTRO-25.  The Uniden BC-296D
lists dozens of Uniden-owned trunktracker patents and one licensed
patent from Gray for a "police radio proximity detector."


So, why does the PRO-96 sometimes work better than the Uniden radios? 
Well, the PRO-96 is a real ASTRO-25 radio designed according to Motorola
specs.  The Uniden scanners are reverse engineered and based onpublicly
available APCO-25 specs.  The upside is that Unidens work with more
systems.  The downside is that the Uniden is harder to use and the
digital audio sounds like total garbage.
