[ScanIndiana] SAFE-T system in Indy and BC296

I just got home from the Law Enforcement Academy in Plainfield...  I took a
Pro-96 down and was really impressed with the audio and volume I was getting
on the digital Safe-T system...  I was hearing D52, D53 and many others that
I haven't deciphered yet...  There was even talk of tower crews breaking the
guy cables to the new tower and needing 2 more days...  The other party
involved said it was good money for the crane that has it hanging in the air
until its repaired...
