[ScanIndiana] Scanner Question

I've been following this list for some time, but I have to admit I've
spent a lot more time listening to HF since SAFE-T went into effect.  I
have a 780XLT, but have been reluctant to shell out the bucks for a
digital scanner.

 

I know this is probably a loaded question, but what is the best digital
scanner??  I'm reading that the Bearcat APCO 25 card does not support
9600 baud.  It looks like Radio Shack has a newer hand held that does
support 9600 baud.  How much of SAFT-T is 9600?? (I live in Johnson
County).  $500 - $600 is a lot to shell out for a new scanner and I want
to make sure if I spend the bucks, I get a scanner that will receive the
digital system.
