I'm guessing you're referring to the post a few weeks ago...  Those are,
in fact, EDACS talkgroups in decimal format.

Here's a conversion chart between AFS, Decimal, etc:

For example, the Carmel Talkgroups Mike mentioned:
  0001  =  00-001
  0283  =  02-033
  1044  =  08-024
  1050  =  08-032
  1634  =  12-122
