[ScanIndiana] Danville on Indianapolis SAFE-T site

Where is/are the tower(s) for the Indy site?  I am on the far west side of
Marion County, northwest of the airport, and can't pick up the control
channel using a standard 800 Mhz stubby antenna (that I can pick up Morgan
county's site at 90%+ with).

Danville Police (7312 digital) are using the Indy SAFE-T site right
now.  Looks like most/all other talkgroups are disabled on the site. 
Perhaps they're just testing coverage or something.

Indy SAFE-T site is currently using these freqs:
  867.8625 - Control Channel
  866.9875 - Alternate Control Channel
  855.2375 - Voice

If you program the whole system (SAFE-T + the old ISP-52 freqs) into an
older analog scanner make sure 867.8625 is the first channel!  Otherwise
you might lock onto the wrong control channel.
