Well, I can offer some observations on MECA-1 but nothing definite. 
Maybe someone else will know for sure.

The user is Airport Police (APD).  I don't know the purpose.  

They sometimes switch from APD-OP1 to 7408 when they're out in the
parking lots.  I've often thought it was some sort of parking lot
enforcement.

I have only a "last used" entry for August 22.  No user info at all.

I believe 20112 is Indiana Men's Work Release Center (I could swear they
call it ISWRC, though).   Maybe the two are related.  20144 is probably
some prison-related facility of some sort.  I'll keep an eye out for it,
though.
