My problem with that is why some company would have to produce such a
scanner.  What if someone simply wrote a program and released it
anonymously on the Internet, for example?  Right now, all that's
required to monitor Nextel is _any_ Nextel two-radio (easily purchased
at a hamfest or fleamarket anonymously for a few bucks) and some
computer software.  It's only the computer software component that's not
cheap.  I'm not saying it will happen but it's not impossible by any
means.  Take Trunker for example.  All it takes is one disgruntled
Nextel engineer to let the entire world listen (regardless of any scary
Orwellian laws).
