Yeah, no kidding.  In my experience Motorola parts do sometimes rise up
against their masters.  They also have a habit of walking away if the
security isn't so good.  ;-)

Another possibility Matt suggested is that those sites were operational
but still had most radios locked out.  Up until recently all of those
sites had all of their system capabilities set to "no" and were
rejecting affiliations.  ISP-52's system is still rejecting them for
most radios/talkgroups.

The big question that map leaves is district 99.  The map shows it as
"locked down" but I'm unable to find any IPSC licenses on ULS.  I
suppose I should check their existing trunked system for new control
channels.
