[ScanIndiana] monitoring hyperfix on MECA

A note for those who want to monitor hyperfix MECA traffic... You'll
probably need to monitor IPD-CD3 (Downtown), S1-T2, and S1-T4 (851,
16115, 16051 respectively). Patch ID today is 5103 for those who can
trunk-track patches.
The need to monitor all three talkgroups is especially true for the
older trunktrackers such as the BC235XLT. I don't know anything about
newer radios like the BC250 nor BC245. Maybe someone can enlighten us.
Reason for the talkgroup changing around is that (at least the older)
trunktrackers don't work properly when the system is patched. You can
only hear the patch from _one_ of the patched talkgroups and not all of
them. You'd expect to hear all patched traffic on S1-T2 when you enter
16115 (16112 + patch) into the radio, but, that can easily fail to
happen on an older radio like the BC235.
This "Hyperfix Detail" patch is a great example. Yesterday the BC235
was receiving them only on talkgroup 851. Today it's receiving them
only on 16115. Tomorrow it might receive them only on 16051. But, I
know all three talkgroups are patched.
