[ScanIndiana] VHF-Low Sporadic-E

Been some wild sporadic-e propagation on VHF-Low (25-100 MHz or so) this
morning caused by recent solar activity.  Still noticable although it's
calmed down quite a bit.

42.16 has a particularly active repeater (also Indiana State Police). 
They are speaking French if that's any indication.  Signal is fading
from nothing to over half scale.

So, for those of you who still monitor VHF-Low don't be surprised if you
hear some unusual stations for a while.
