[ScanIndiana] SAFE-T update

Sounds like Greenwood's SAFE-T site is close to being on the air.

I'm told temporary antennas are up, sounds like the transmitters are in
a testing cycle, and the Franklin and Mooresville sites started
announcing "Site 15 on 868.375" a few days ago.  Probably only a matter
of days or weeks before it will be used for traffic.

Frequencies for WPVN656 (STA) in Greenwood:
  859.7375
  866.475
  866.875
  867.475
  867.900
  868.375 - would be control

Right now you can at least gauge how well you hear the site.  Once per
minute all the transmitters cycle for one second each.
