[ScanIndiana] New towers around 465 ?

I have noticed allot of new towers going up around 465 lately and was
wonder if anyone has any info on what they are for my guess is a new ISP
system but sure any ideas?

They all look to be around 50' or so tall and installed between the
interstate and the exit ramps and have a say 12' x 12' box like the cell
towers have sitting next to them.

I haven't had a chance to drive around just looking for said towers but
just from memory...
465 and 65 on the south east side of town.
465 and 37 on the north east side of town.
465 and 31 on the north side of town.
70 and the airport expressway.
