[ScanIndiana] ISP-51 two-tone?

ISP District 22 uses the alert tone and says "Attention District 22 units and stations, home weather 
monitors..." It's specifically for all departments and us scanner listeners, I think. I don't think it's a 
pager tone, exactly, just a basic alert tone. District 22 uses a two-tone alert...
