[ScanIndiana] Morgan Co Fire and State Fire M/A?

I've been confused by this before, and just reprogrammed a new radio and was
confused by it again...maybe the collected wisdom here can help.

Does Morgan county fire dispatch _always_ and _only_ use 154.37MHz as
dispatch?  I have been under the impression that 154.37 is a statewide
mutual-aid coordination frequency.  However, my limited digging (indyscan,
fcc.gov) and listening leads me to believe it's in use in Morgan county for
day to day fire operations.

I know 154.28MHz is also (maybe more so) considered statewide fire m/a.
Every FCC band plan I find has both 154.28 & 154.37 (along with everything
154.13 through 154.445) listed simply as "FIRE".  Who gets to narrow that
definition?
