Tim,
The NPSPAC (National Public Safety Planning Advisory Committee) channels
are not a trunked radio system. These 5 frequencies are used in conventional
mode (both simplex and repeatered) for the purpose of mutual aid
communications.
You would program those frequencies into regular memory on your scanner.
You do not set them up as a trunk system, your scanner will scan them
normally.
These frequencies would see use when neighboring departments and multiple
agencies need to talk to each other using 800 MHz. It may take a major
event for
the frequencies to be used, as they are not very active, but when they
are you can bet
it will be interesting.
In some areas a 156.7 PL is used.
