I can't find any info for A40A.  Maybe someone from that area will
recognize the system ID.

Here are some systems which use each of those frequencies as their
control channel.  Some systems may have been replaced by SAFET.

I've never seen them do that.  But don't rule it out.

Usually they run transmitter tests for a few days with no
trunking.  Then they bring the trunking online with some or all
transmitters participating in the full 7829 trunked system with
neighboring enabled.  The control channel will announce each
frequency in the trunked system as having no capabilities.  No
voice, no digital voice, etc.  Any radios that try to affiliate a
talkgroup with the tower are sent an error.  I think the error is
"talkgroup or radio disabled at this site."  They will leave the
tower like that for weeks or months until the users are migrated.

I will monitor for a while.  151.275 is the wrong channel spacing,
though.  The correct spacing would put them on 151.28 or 151.265.
 There are no licenses on 151.28 for over 100 miles.  There is a
250W police repeater on 151.265 in Frankfort, IN just North of
Boone County.
