[ScanIndiana] SAFE-T observations

While on a quick trip to indy on I 65 between Remington & Lowell i observed 
some control channels that i think are fro the SAFE-T system but they were 
using the system id of A40A instead of the normal 7829 these were
868.975
868.925
868.8625
Could this id be used for testing? Before it is turned online?
also in the Boone Co. area i heard pd type traffic on 151.275 dpl 114
