OK, one last post on the topic and I'll wait until someone who has some
real information can comment.

These talkgroups must be the new Arrestee Processing Center at 752 E.
Market St.  Radio traffic sounds a lot like a jail and there's a lot of
talk about wagons arriving; occasionally there's a call for a nurse. 
"IPD processing supervisor" speaking to 18xx units seems like a good
indicator, also.  1584 is being called "one" and 1616 is being called
"two" by the users.  I'll take that to mean they are primary and
secondary channels.

Arrestee Processing Center:
  1584 - Primary
  1616 - Secondary

Completely Unconfirmed (Is this at APC?):
  6064 - Security?
