Technically you are in possession, making it illegal unless you are exempt
as per statute...  Any amature radio license makes you exempt...  That alone
may be the best investment of time and the 6 bucks or so to take the test...
Then there is no question unless you are in commission of a crime...  At
that point, I guess you deserve whats coming...  I found that you would need
a letter from any and all leaders of the agencies you wish to listen to...
Meaning you may need a sheriff sign off, a chief of police or 2, and any
small town marshalls...  Its just a pain that can be avoided by that ham
radio license...
