There are many of these high power digital squelch repeaters throughout
the 440 ham band repeater inputs.  These things must be 100W or so.  If
you're looking for USGP freqs scan from 446-449 or so.  Anyone around
Speedway or with a beam might help scope out this system.  ;-)

In a few minutes of searching I've found:
  446.675 - handshake?
  446.875 - voice
  447.275 - voice
  447.475 - voice
  447.675 - voice
  447.875 - voice
  448.675 - voice - full duplex

Looks and sounds like a trunking system.  A very extensive one.  There
are a number of groups of people talking and they pop up randomly on any
of the various freqs.
