[ScanIndiana] ISP District 42 Versailles

What is really funny is that I hear 24464 (ISP Primary) on the Johnson
County system all the time. Whenever a District 42 unit gets close enough
to Franklin to vote into the system at that tower, that talkgroup is
"carried" (for lack of a better term) up to this system. Traffic comes
through clear as day.
We are probably going to have to rethink how we classify talkgroups and
systems here. Take a look at EVERY ISP system on IndyScan. Notice that
no talkgroup is EVER repeated? There is no 16048 anywhere other than on
District 52's system, for example. Whenever a unit roams into the range
of a specific system, than their radio "associates" with the local system,
and ALL traffic on that talkgroup is re-routed.
As an example: A person on talkgroup 16 is based in Terre Haute. Scanner
listeners in Terre Haute are probably quite used to hearing talkgroup 16.
But now, let's say that someone monitoring that talkgroup ventured to
Indianapolis (District 52) for a meeting. Scanner listeners monitoring
District 52 might think that they have found a new talkgroup! But
actually they have not. The talkgroup has always been there. The person
traveling to Indianapolis just caused it to move over to our system
temporarily.
Our county is on the same statewide system. I can go up to Lafayette, and
still chat with my dispatcher on the system. To the end user, this is
seamless. But since scanners do not interact with the system, the
difference is apparent. Scanner listeners would likely wonder about the
appearance of a "seemingly" new talkgroup.
In short, if you listen to the state systems on a regular basis, you might
want to consider combining all of the talkgroups into one listing. This
might make roaming users easier to identify.
