It depends on the agency... As I said MSP is all in the clear with the
exception of covert ops & detectives. Lansing Fire is all digital but no
encryption -- I can't find to many reasons fire dept's need it ;>

But to say that most (or even a majority) of digital APCO25 signals are
encrypted is incorrect.
