Some Motorola trunked handhelds have 3 sets of channels a, b & c.  Each set
can have 1-16 channels.

1a would be channel 1 in group a.  3c would be channel 3 in set c...

There is a 3-position switch on the top of the radio used to "switch" sets.
The Motorola HT-1000 radio has this feature.  You can see a picture here:

I think the MECA radios are (or were) setup this way..

It could also be (like Dick mentioned) a code for a particular frequency.
