The cheaper Yaesu and ADI mobiles I've seen advertised as "Tac" radios
by certian shops...  I've heard talk of them mail ordering others,
though.

I doubt this...  Maybe a few had a HT with a mag mount.  But, I doubt
it.  I'm guessing most had something rigged up so they could temp mount
a mobile.  I've heard many mention having a magnet mount.  And, all the
signals are very strong.

Just as a reference...  One night I heard a number of them using their
Tac radios on ILEEN (rather than waiting around for MECA to patch them
over) to coordinate a car chase.  (One of the few good uses, I think.
;-)  They started around the south side of Indy and by the time they hit
Rush Co most were still about S5...  A few dropped out outside Johnson
Co.
