I like Dons take on the situation.  
I understand others frustration at this happening, but
to almost take an "in your face, call the FCC, we'll
get you in trouble" attitude should maybe not be the
way to go.  You also have to look at the officers
situations.  For one thing, most have no idea about
allotted frequencies, Mhz, 73's, and on, and on... 
They get a radio, they talk on it.  Some might get bad
information from others.  I know of many instances
where I've been told "People can't hear us on this
channel, because it's scrambled, or digitized"
etc...Many officers rely on rumors and bad information
when it gets to the technical side of radios, so maybe
they need a little break and since the "ban" went into
effect it will help the situation.
I am definitely not saying that all are totally
innocent and unknowing, but I do think most have
gotten bad info.
