[ScanIndiana] Greenwood PD Scraps Digital Radios

 It isn't 800Mhz that is the problem, it's digital. 800Mhz analog systems 
work okay, but it still gets static and flutter in the transmissions, but you 
still can hear the people talking. But 800Mhz digital transmissions cut out, 
sound grabled, sometimes don't even transmit at all.
