Interesting reading.  One can see how much planning and testing went
into this system...  I'd just bet zoning restrictions are a serious
cause of their problems; I'm told zoning is crazy in DC because of the
monuments.  General public (nor the reporters here) just never seems to
connect "zoning won't allow us to put up towers" with "our $70 million
communications system never works."  Solution?  8 gazillion mobile
repeaters...when 3 or 4 stationary repeaters at the proper height would
do.  They've actually decided to build a complete (full 25-freq) clone
of their trunking system into a bus they can drive to an emergency
site.  Completely insane that something like this is even considered.


Not quite Indiana but the same sort of nonsense is commonplace here. 
For example, I'll often see (on City-County TV) zoning appeals for new
cell phone towers in residential Marion Co which have to be disguised
(as 100 ft tall steel trees, clock towers, church steeples, etc).  Why? 
Because people don't like things intruding into "their" horizon (yet
they live in a plastic house inside a concrete maze).  Those are
precisely the same people who complain endlessly because their cell
phone doesn't work in certain areas.
