I have a Radio Shack pro-93 300 channel scanner (handheld) and it is doing 
the same thing. I get so much static that even with the squelch to a minimum 
it still cuts out and I miss the most important part of what their saying.

The only thing I know to do is make sure there is nothing to block a signal 
and keep it away from TVs and radios and anything metal.
You might want to put it up in a high place. I leave mine near a window and 
so far it's doing some good (Just make sure the windows locked!)
