Aside from IndyScan <http://www.indyscan.com/> I'd suggest trying the
FCC.  The trick, of course, is to know the company name they've used to
file for the license.

FCC GenMen:
  http://svartifoss2.fcc.gov/cgi-bin/ws.exe/genmen/lic_state.hts

For example, search for "Indianapolis Power Light" under Indiana.  Be
warned that GenMen matches names based on a variation of soundex.  This
is good in the sense that you don't have to know how to spell the name
(besides, the FCC clerks often make mistakes).  But, you will get
results that don't match what you entered.
