[ScanIndiana] Marshall County Car-to-Car PL

Looking at IndyScan, the Marshall County Sheriff's Dept uses a PL of 173.8
and 118.8 Is it one of those? It has been my experience that departments
usually stick with the same PL. Down here in Johnson County, 103.5 leads
the pack among most police agencies county wide.
