Much more... That's the reason they did it. So that non-digital users would
still get ALL the improvements without having to spend the cash on digital
if not needed.

That may be, but who's going to buy one card for APCO, one for GE, etc. and
swap them out every time they want a new system? Again -- APCO is open, the
others are not. That's why APCO is decodable, the others are not.
