Sort of like floppy disks...

 Theres a decoder system inside the radios that turns the 0's and 1's into 
voice. In Kansas City, when they put their digital system on-line the 
decoders would not read the transmissions, so they had to switch back to 
their old analog system. They have been back onto their old analog system for 
a year. This is the problem that they are faceing with these new systems. 
This is one of the reasons I will not buy a new digital scanner when they 
first come out, until these systems get on track. They had problems in the 
eary 90's when the old analog systems came out. It will be awhile before 
these new systems will work right.
