[ScanIndiana] Allen Co. Sheriff Query

The following frequencies are the old analog system that the Allen County
Sheriff
used before switching over to the new digital system that the FWPD now
uses.

Can anyone tell me who is using these frequencies now? I hear lots of
traffic,
but it is definitely NOT police comm.

Also (I hate to show my ignorance; however...) what is a PL tone?
