The only radios that are unlawful to carry are
those that "...are capable of receiving police
transmissions"....that would be most ham handheld
transceivers (unless you have a ham license) and
most scanners. Family radios are designed with
only those freq's used in the Family Radio
Service. Same with the radios that are used in
business and other personal radio services such
as the land mobile radio service. But you have to
have a license to use them or your business has
to have the licnese. Andy has a fine site to
visit for the Indiana Law and other information.
