[Scan-DC] NPS-Capital Parks

Some in MD region NPS Protection Rangers (LE) utilize MD FiRST talkgroup
8415 (ENC) for ops. It is often active on Montgomery and some of the
western FiRST cells (likely CO Canal users and maybe Catoctin or other NPS
Sites).

CO Canal/Great Falls area PSAR Rangers utilize 8438 (clear) on MD FiRST. I
have also heard Fee Booth and the Comms Center Dispatcher talk to PSAR
staff.
