In Central NJ- Mercer County, PDs have been encrypted for decades starting
with the first systems available. This is many many years before social
media or phone apps that allow monitoring. Their use case was always a
secret and they would never entertain outside (of the OD) opinions.

What's just bizarre now is you will see the Police Officers just using
their cell phones, so why maintain these expensive systems for secrecy
using our tax money?
