[Scan-DC] Laguardia crash question

Most airport ground vehicles that interact with the control tower (whether local control or ground control) have radios that have those ATC frequencies programmed into them.   Some even have an actual frequency set aside that the aircraft is told to tune into to talk directly with the fire operations units to coordinate activities    --- example 123.775 at Dulles.
