Thanks to all who have responded.
It is reported that this traffic is NB FM. No calls or other ID except one transmission was from Prince Georges Co FD directed to DC FD but only one side of the conversation was heard. Some of the traffic is simplex and sounds like business activities regarding supplies and availability of products. No ID or location information heard. The other is public safety related and is a repeater output. Unknown about DCS or CTCSS.
One respondent related that per NTIA allocation table this is an Air Force ground to air and air to air frequency used in the CONUS. Air Force and Army MARS members relate that this is not a MARS frequency and has not been for the last many years. One has been an Army MARS member for over 50 years and reports that was never known as a MARS frequency. An Air Force MARS member for many years relates the same.
No one who responded reported hearing any activity on 148.6250 and I have not heard any here in Dayton, Howard County, Maryland.
My suspicion is that the traffic being heard has a two-fold origin. One being unlicensed business activity in the localized area around Haymarket Virginia. The other being intermodulation products that may result from the large number of RF sources in the area, especially on Bull Run Mountain.

It is or was a MARS allocation, but that is/was from the Pre 9/11 era
Checking the 2021 NTIA FOIA Dump it is listed as Air Force - IntraTeam, Air-Air, Air-Ground - CONUS Ops
