[Scan-DC] Are ATC comms going digital?

Moving ATC "aircraft to ATC controller" comms would be quite the effort.
Such a change would necessarily involve almost every aircraft that might
ever fly in USA airspace.

It would be very interesting to be an observer of such a grand change!

Changes in aviation need to be executed with extreme care.  As an example
of the (necessarily) glacial movement, it took the FAA about 10 years to
mandate ADS-B Out.
