[Scan-DC] Oakland and Twin Cities Encryption Plans

Eventually all of the PD’s will encrypt. It’s happening everywhere around here too. I sold all of my digital scanners except my SDS100. 
There has been a surge of scanners for sale on FB and I believe it’s due to encryption.
