This seems to be a work in progress.
Sometimes I hear the dispatch side encrypted on a TG and sometimes it's the mobile. Sometimes neither is encrypted and I think I've heard some TGs where both sides are. I've heard this combination on all of the standard TGs over the past couple of weeks.
This evening, I heard a unit ask to be held out of service to have his radio updated. I'm guessing that means encrypted. I also heard the dispatcher on A5 (which I was locked on) asking two units for their welfare. They appeared to respond but I heard no sound from them at all. Then, a few minutes later and still on A5, I heard the dispatcher in the clear and the unit that responded were garbled.
Go figure.

transmissions from some MCPD mobile units.
It sounds like garbled noise, as distinguished from the talk groups indicated as secure like A15 which produce no audio output at all on my radio.
