[Scan-DC] Military helos to enable ADSB, hopefully?

If nothing else, it will contribute publicly available data that can be analyzed to highlight dangerous areas such as Helicopter rt 4, or overflights that contribute to excessive noise, etc. 

Ads-b receivers in aircraft can provide another tool for situational awareness of the airspace around a flight, as well - can show traffic, weather, and flight information. Improves safety for all flights, if everyone is broadcasting.
