Hopefully, this posting will spawn others to post frequency list and
posting spelling how frequencies are being used for this inauguration in
the DC area.  Please post frequency information, as you find it.

Both the Presidential Inaugural Committee (PIC) and News Media were
recently granted FCC licenses that are Special Temporary Authority (STAs)
licenses  (see below for details on each).  Since the PIC STA (WSGL580) is
filed by Bearcom, under FCC Part 90, and thus is found in the FCC ULS.  The
news media STA (WY9XJE) is filed by Broadcom, under Part 74 and found in
the FCC OET ELS system for experimental licenses, they are not aware of
each other until the licenses are officially granted by each branch of the
FCC.
 It is believed because of this, and the fact they both over engineer and
request extra frequencies, there are many temporary frequency pairs that
are duplicated in each license.  These are indicated with an asterisk in
the listing below of the PIC STA channel/frequency listings below.  Thus,
on the 12 frequencies that have an asterisk, it could be PIC or the news
media, but that should be obvious to the casual listener.  It is unlikely
either group will use these frequencies, as each group has plenty more
frequencies to choose from.


  PIC STA (Bearcom)
Presidential Inaugural Committee (PIC) appears to have an FCC STA that was
granted on Dec. 31, 2024, under Part 90 in the FCC ULS, in the name of
Bearcom Operating, for the radios they will be using, and will be renting
from Bearcom.  Callsign WSGL580 is for 26 frequency pairs, in the 451.500
to 452.7375 range, for trunked repeaters and 800 mobile units.  It has all
the markings that suggest a DMR MotoTRBO trunked system.  It is only
licensed for 20 watts, and 1 mile usable range, so it is likely the system
will only be received in downtown DC, especially near the U.S. Capitol and
The Mall.  Interesting enough, the control point listed is at 1100 Ohio Dr
SW, which in US National Park Service HQ for the DC area (NCR) and also the
US Park Police. In years past, PIC had used the address for the US Capitol
Police.

  News Media STA (Broad Comm Inc)
There is a STA granted to Broad Comm, Inc on Dec. 5, 2024, WY9XJE, on
behalf of the 5 major TV News Networks (ABC, CBS, NBC, CNN, and Fox) that
make up the TV Pool, under Part 74, and is listed in the FCC OET ELS
system.  The FCC released Public Notice DA 24-611 on June 27, 2024 which
spelled out the frequency coordination framework for rado, TV, and other
media outlets.  It designated Broad Comm to be the designated frequency
coordinator and likely to file STAs for each event, on behalf of the US
Network News Pool, using the name Election Wireless 2024 (EW2025) for the
2024 election cycle, including the political conventions (2024 DNC, 2024
RNC) and the 2025 Inauguration in DC.

Numerous low power microwave channels in the 2.2, 2.5, 3.0, 5.8, 6.5, and

All of the above are in the STA, but news outlets will also be using the
usual 161, 450, 455, and 950 MHz news gathering Part 74 frequencies and
existing licenses.  Also news agencies already use 2, 7, 13, 22, and 40 GHz
bands to transmit primarily live video.

The company Broadcast Sports International (BSI) also is contracted by some
news organizations to provide mobile video transmission.  BSI may have also
been contracted to provide video services for the Carter funeral, as well
as the Inauguration.  Since BSI applies for dozens of STA per month, it is
harder to find the needle in a haystack.  Please post if you happen to find
specific STA for BSI for the inauguration or Carter Funeral.

  Inaugural Committees, Protests, and General Info
Congressional Inaugural Committee (CIC) - Formed the earliest, is
bi-partisan committee that focuses on the Inauguration swearing in and any
activities on the US Capitol grounds, as a host of the primary event.

Armed Forces Inaugural Committee (AFIC) - Lead by Military District
Washington (MDW - US Army) - Is also formed very early, as it has a very
large logistics involvement.  AFIC/MDW coordinates all US military
involvement and support, from transportation, military ceremonies, color
guards, bands, military security, NSA, ... in support of the new commander
in chief.  The largest single AFIC event is the Inaugural Parade from the
US Capitol, down Penn. Ave, to the White House.  Soldiers line the route
and many military units are in the parade.

AFIC/MDW makes heavy use of the JNCR P25 trunked systems, in the 380-390

represents the family in a state funeral, as was the case in the recent
Jimmy Carter state funeral.

Presidential Inaugural Committee (PIC) is formed last, well after the
election.  They represent the president elect and winning political party.
They organize of the Inaugural Balls and peripheral events, as the primary
focus of this committee, though it does get involved is setting ground
rules for all events. Major donors are a big concern for PIC and the
Inaugural balls.

There are many other informal and unofficial inaugural committees and
balls, but these are not directly involved with major inaugural planning
and logistics.  There is usually a few counter inaugural balls and
protests, usually by left leaning groups, and typically for fund raising.

It is also wise to keep an eye on  http://nsse.dc.gov  for information
about the street closures, checkpoints, and  pedestrian only areas.  A
National Security Special Event (NSSE) is a event that is deemed a threat
of terrorism or violence, that then makes the  US Secret Service the lead
agency to coordinate across many federal, state, and local police and
agencies.

On Saturday, Jan. 18, from 10am to 3pm, there is a large protest planned
called the People's March, which is being organized and assisted by the
Women's March, who organized one of the largest protests ever in
Washington, on Jan. 21, 2017, the day after the first Trump Inauguration,
as a march on feminist issues.  This time the protest is two days prior to
the inauguration, which raises and poses security and logistics issues.
Just two days prior to the main event, much of downtown DC will already be
in lock-down mode, so many traditional areas, like Lafayette Park and much
of The Mall, will be off limits to protesters, and already "claimed" and
permitted by PIC and other official inaugural groups. The protest permit is
not yet public (filed with Nat. Park Service), a placeholder locations of
"2 15th St, NW" (near Washington Monument) and also East Potomac Park (map
shows in golf course!).   Also dozens of protests are being planned
nationwide on Jan. 18, by the same group.

The rally will gather at three locations at 10am, based on issues, then
start marching at 11am.  At 1pm, the three groups will combine and meet at
the Lincoln Memorial for a very large rally.  The rally is to be completed
by 3pm.

McPherson Square - 15th St at I St NW - DC home rule and statehood
Franklin Square - 14th and I St NW - Feminist and LGBTQIA

Obviously, such a large rally will need communications for organizers and
volunteers that coordinate the event.    It is suspected that Bearcom will
rent a repeater and portable radios to the organizers.  Nothing is
currently known about the specifics of these communications systems.
