Where I originally started scanning. Anne Arundel County. For me it was a sad day when they went to 800 MHz. At that time, I didn't understand trunking and such. The latest police call had a big list of 800 MHz frequencies and I got an 800 MHz scanner. Which didn't really work. The voice was still analog, but trunked. You could still scan the frequencies, and catch a lot of what was said, but, it would be hit or miss, especially if there was a lot going on.
Encrypted dispatch is terrible IMO, but there is little political will to do otherwise. Even when there was controversy with the US Park Police not having recordings of their radio traffic, something the public should not accept when the radios are encrypted, nothing really happens.
WV where I live now has some encryption on their state system, but the default is in the clear, and all state and local dispatch channels are in the clear.
