[Scan-DC] Nationwide deployable trunked system is active in D.C.

One of the nationwide deployable trunked systems appears to be operational
right now in D.C. with a 101 NAC on 774.51875 (which is RINS15), with site
ID 1. It may be intended for today's or this weekend's protests.
It is mentioned in the NIFOG on PDF page 63 (actually page 57):
